Textiles: JRC proposes EU criteria for recovered waste materials

Reports dated 26 and 27 October address recycling, preparation for re-use and remanufacturing. They are technical proposals, with no newly applicable duties.

JRC technical proposals: these are not adopted regulations.

Two recovery routes

The Joint Research Centre published a report on 26 October covering preparation for re-use and remanufacturing of textile, related-product and footwear waste. Its 27 October report addresses textile recycling through mechanical, thermo-mechanical, physical and chemical processes. Both propose EU end-of-waste criteria; publication of these studies does not enact those criteria.

Information across the value chain

The proposals address incoming materials, treatment operations, output quality, quality assurance and accompanying information. Their intended role is to reduce fragmentation in the European recovery market.

Practical preparation

Sorters, recyclers and buyers of recovered materials can prepare by connecting each batch to suppliers, processes and quality evidence. This is a NexusDPP operational recommendation, not a new JRC legal duty. Keep declarations, test evidence and applicable legal references distinct; a technical proposal must not be presented as a certificate or proof that compliance has already been achieved.

Connection with digital product passports

Traceability can organise this evidence, but a DPP does not replace the legal assessment of end-of-waste status. These reports do not themselves create a general digital product passport obligation for textiles or footwear.
