The PPWR already applies: the point is not to create “one DPP for every box”.
Regulation (EU) 2025/40 on packaging and packaging waste applies across the Union from 12 August 2026. The PPWR does not establish a general Digital Product Passport obligation for every package. It sets sustainability, conformity, documentation, labelling and supply-chain responsibilities. NexusDpp can act as a digital governance layer for those data and evidence and, when relevant, connect them to QR codes or other data carriers.

PPWR timeline
Four dates to turn into concrete work.
Different requirements have different start dates. NexusDpp separates what already applies from requirements that depend on implementing acts or later dates.
PPWR application
Regulation (EU) 2025/40 starts to apply. PPWR PFAS limits also apply to food-contact packaging.
Empty-space minimisation
For sales packaging, empty space must be reduced to the minimum necessary for packaging functionality and product protection.
Harmonised labelling
The PPWR provides for harmonised labels and, for certain information, open standardised QR/data carriers. *The date may move depending on the relevant implementing acts.
Recyclability and recycled content
Stricter recyclability criteria and minimum recycled-content percentages apply to several plastic packaging categories; some packaging also becomes subject to the 50% maximum empty-space ratio, according to the dates set by the Regulation and relevant implementing acts.

Manufacturers must be able to demonstrate packaging conformity. NexusDpp structures the information flow across design, suppliers, production, testing, approval and evidence availability.

Supplier documents, versions, responsibilities, evidence source and completeness status.

Packaging description, intended use, drawings, specifications, applied standards, tests, risk analysis and supporting documents.
Conformity and EU DoC
Workflow for assessment, approval and retention of the EU declaration of conformity required by the PPWR.
Type, article and lot
High-volume packaging can be governed by type, article, variant and lot without automatically creating a separate passport for every individual box.
QR and digital support
Disposal information, identification and other content can be linked to a digital carrier where relevant to the use case.

Food contact
For food packaging, PPWR and food-contact rules must be read together.
Where packaging is intended to contact food, the workflow can also include documentation under Regulation (EC) 1935/2004, good manufacturing practice rules and, for plastics, Regulation (EU) 10/2011.
